The electric fans on the radiator should also go on. Put a thermometer in the center vent and see if it gets colder. Another sign of it working is that it will take moisture off the inside of the windshield if it's fogged up. It's always a good idea to run the a/c for a little while in the winter to circulate the oil in the 134a gas. It keeps the seals lubed.
